To create the tail: Inflate all the 12″ balloons and start to insert the balloons on the tape. Start with filling more at the one end and narrowing it down to get the tail shape. To fill the top end with more balloon and use the glue dots to stick more balloons onto the ones that are attached to the balloon tape. attached the tail to the lesser side. Tie the fuller end to a balloon weight to keep down and tie the rest of the garland to your backdrop.
